Returnee students from war-torn nations can enrol in Nigerian colleges under JAMb’s guidelines.

The modalities follow the high-level meeting between the Federal Ministry of Education (FME), Federal Ministry of Health, Joint Admissions and Matriculation Board (JAMB), Nigeria in Diaspora Commission (NiDCOM), National Universities Commission (NUC), and other key stakeholders on the integration of returnee Nigerian students from war-torn countries into the nation’s tertiary education system.

The Registrar of JAMB, Prof. Is-haq Oloyede, presented the modalities at a virtual meeting with Vice Chancellors of Nigerian universities and other key stakeholders on Wednesday, June 7, 2023. He said talking to the Vice Chancellors was necessary because each university is unique, and their responses vary.

The Registrar said that the emergency conference was called to establish universal norms and minimum acceptable benchmarks for the proposed absorption in accordance with worldwide best practices.

He also said that each institution’s Senate could vote on university transfers without waiting for JAMB and that the stakeholders’ meeting was to offer the processes for critique and gather input.

The Registrar reminded Vice Chancellors to follow the prior Advice on processing foreign and domestic inter-university transfer applications. He said the latest returnee advisory reinforces the previous one by improving transfer processes.

The FME, NUC, NiDCOM, and Vice Chancellors conveyed goodwill greetings to JAMB and pledged support at the meeting.

According to the latest Advisory on procedures for emergency transfers of returning students, they must retroactively register with the FME, visit the returnee application page on IBASS, accessible from the JAMB website, upload their registration slips, and transfer their personal data, which includes name, NIN, telephone number, active email account, current university, country, city of study, and

The new procedures require returnee students to choose a university, or programme and upload scanned copies of their current university admission letter, transcript, data page of their international passport, and a written affidavit affirming the authenticity of uploaded papers.

Returning students click SUBMIT to send their application to their chosen university, which receives a notification and an IBASS message to evaluate their credentials. Returnees are notified of their admittance status.

So, successful returnees would be instructed via email and SMS to visit any JAMB Office to complete the inter-university transfer application.

The Registrar advised Vice Chancellors to carefully review certificates submitted to their universities to prevent tarnishing their reputations.
